PA-08 covers the suburban and rural districts around Scranton and Wilkes-Barre. The seat went for Trump by eight points in '24, when Rob Bresnahan beat three-term Democrat Matt Cartwright in a tight race. Bresnahan is now facing a congressional ethics inquiry over roughly 600 questionable stock transactions.

U.S. House, New York's 17th District
NY-17 has roughly 80,000 more registered Democrats than Republicans, but Republican Mike Lawler has held the seat since 2023 and was re-elected in '24 with 51.3% of the vote. Lawler is one of only three House Republicans representing a district Kamala Harris carried in 2024, making this a top Democratic flip opportunity.
